Rwanda’s President Paul Kagame to visit S’pore from Sep. 18 to 23, 2024

The President of Rwanda, Paul Kagame, will be in Singapore on a working visit from 18 to 23 September 2024. According to a press statement by the Ministry of Foreign Affairs (MFA) on 17 September, Singapore and Rwanda will collaborate to advance the interests of small nations and strengthen the multilateral system as fellow members of the Forum of Small States (FOSS).

Background

Kagame’s visit underscores the ongoing partnership between Singapore and Rwanda, particularly within the framework of FOSS. This forum is crucial for small states to have a collective voice in international affairs, ensuring their interests are represented on the global stage. Kagame’s visit aims to bolster these efforts and explore new avenues for cooperation.

Meetings with Singaporean leaders

During his visit, Kagame will meet with President Tharman Shanmugaratnam and Prime Minister Lawrence Wong. Additionally, Senior Minister Lee Hsien Loong will host Kagame separately. This marks Kagame’s fourth visit to Singapore since September 2022, highlighting the growing diplomatic ties between the two nations.

Strengthening bilateral relations

The meetings will focus on various aspects of bilateral relations, including economic cooperation, technological exchange, and educational partnerships. “Our collaboration with Rwanda is a testament to the strength of small nations working together,” said a spokesperson from the MFA. Both countries are expected to sign several agreements to further solidify their partnership.

Previous visits and outcomes

Kagame’s previous visits to Singapore have resulted in significant advancements in areas such as digital innovation and public administration. For instance, during his visit in 2023, Rwanda and Singapore launched a joint initiative to enhance digital literacy in Rwanda, benefiting thousands of students and professionals.

Future implications

Looking ahead, Kagame’s visit is expected to pave the way for more collaborative projects between Singapore and Rwanda. These initiatives will likely focus on sustainable development, digital transformation, and capacity building. The outcomes of this visit could serve as a model for other small states aiming to enhance their global influence through strategic partnerships.

By fostering such alliances, both nations aim to create a more inclusive and equitable international system, ensuring that the voices of small states are heard and respected.
