94% of pandemic-delayed BTOs completed, remaining projects to be completed in next 6 months: HDB

Owners of pandemic-delayed Build-to-Order (BTO) projects can expect their homes to be completed by February 2025. In a statement released on Sep. 2, the Housing & Development Board (HDB) announced that 87 (or 94 per cent) of all pandemic-delayed housing projects have been completed from October 2020 to August 2024. The remaining projects will be completed within the coming six months.

Background

The COVID-19 pandemic caused significant disruptions to the construction industry, leading to delays in the completion of numerous BTO projects. HDB had previously stated that the majority of these projects faced delays of between six and 12 months. The delays affected all but one project, causing considerable inconvenience to homeowners who had to adjust their life plans accordingly.

Signs of recovery

According to HDB, the waiting time for BTO flats completed this year ranged from three to five years due to pandemic-related disruptions. Despite these challenges, there are signs of recovery in the construction industry. Alkaff Breeze at Bidadari estate is the first HDB housing project to be completed without any delay since the implementation of the Circuit Breaker in 2020. Keat Hong Verge, completed in 2023, was the first project to be delivered on time during the pandemic period. With the completion of Alkaff Breeze, all flats in Bidadari’s Alkaff District have now been finished.

Minister’s statement

Minister for National Development Desmond Lee acknowledged the long waiting times and the inconvenience caused to homeowners. He noted that the delays had “disrupted many of their life plans.” Lee praised the efforts of HDB colleagues, consultants, and contractors who worked closely over the past few years to catch up on lost time. “We thank flat buyers for their understanding and patience through this period,” he said.

Future implications

The completion of the remaining delayed BTO projects within the next six months is a positive sign, indicating a steady recovery in the construction industry following the COVID-19 pandemic. HDB’s efforts to mitigate the delays and deliver homes to affected owners demonstrate a commitment to addressing the challenges posed by the pandemic. As the industry continues to recover, future BTO projects are expected to face fewer disruptions, providing more certainty for prospective homeowners.
