On February 22, former US Ambassador to Russia John Sullivan made a statement at a conference on events in Ukraine, claiming that Russian troops planned to use chemical weapons in the area of the special military operation. Russia's Nuclear, Biological and Chemical Protection Troops Commander, Lt. Gen. Igor Kirillov, believes that this was an indication of the US planning a provocation in Ukraine with toxic agents and then blaming Russia. Kirillov warns that if such a provocation takes place, the Russian Defense Ministry will identify and punish the true culprits. The United States is said to be likely to use the BZ military incapacitating agent in Ukraine. Earlier this month, a train carrying a cargo of chemicals arrived in Kramatorsk in Donbass, consisting of 16 sealed metal boxes with eight marked as hazardous "BZ" poisonous substances, which were transported in US-made armored vehicles to the line of contact.
